Director of Formal Design
Lead formal design functions for NC State’s capital planning, design, and construction portfolio. Responsible for coordination and execution of approximately $2.3B in capital activity, including projects ranging from $500K to $750M.
Lead, mentor, and support seven project managers with diverse backgrounds and experience levels through an unprecedented volume of design and construction activity, balancing delivery expectations with budget discipline and stakeholder accountability.
Support the Facilities Division’s Six-Year Capital Plan and Biennium Capital Budget Request process by compiling and analyzing project needs to advise Campus Planning and Strategic Investment on budgets, schedules, construction logistics, and swing-space availability.
Participate in the Campus Development Committee and Project Execution Subcommittee to evaluate strategic university projects exceeding $4M in total project cost, advising on scope readiness, budget realism, schedule implications, logistics, and delivery strategy.
Serve as the primary Facilities Division point of contact with the UNC System Office and University Budget Office for capital authority requests greater than $300K.
Developed capital authority case studies, templates, and procedures that streamlined documentation, improved consistency, strengthened funding-request narratives, and reduced avoidable questions during UNC System review.
Created standardized budget and Microsoft Project schedule templates adopted by Design and Construction project managers and used by Campus Planning and Strategic Investment during project development.
Develop project cashflows to support delivery strategy across multiple project types; currently advancing a more data-informed solution using historical project data and PeopleSoft data mining to improve real-time capital analysis and reduce manual effort.
Maintain the “Capital Projects at a Glance” report, providing executive visibility into all planning, design, and construction projects over $500K; current portfolio includes approximately 70 projects totaling more than $2.3B.
Selected by Facilities Director peers to lead biweekly director meetings focused on divisional process improvement, tactical issue resolution, cross-functional communication, organizational alignment, and reduction of operational silos.

Managed complex capital projects, typically exceeding $10M, for a diverse set of university stakeholders. Coordinated owners, executive sponsors, design consultants, contractors, campus operations partners, code officials, and end users to maintain scope, budget, schedule, quality, communication, and collaborative problem-solving.
Led major academic, research, student life, athletics/recreation, and administrative projects from development through design and construction, emphasizing consensus building, transparency, disciplined budget/schedule management, and clear communication.
Built collaborative project environments among campus stakeholders, design teams, construction partners, and university leadership, helping complex projects move through competing priorities and operational constraints.

Energy Program Coordinator
Responsible for identifying potential internal and external energy savings initiatives, establishing goals and metrics for success, developing stakeholder teams, implementation plans, and reporting results to the stakeholders, university administration, and the State Energy Office. Also responsible for overall layout, coordination, and writing selected sections of the Strategic Energy and Water Annual Report, submitted to the State Energy Office.

House Bill 1292 - North Carolina Energy Reinvestment Act:
Bill worked closely with the NC State Energy Office to demonstrate approximately $800k in utility savings projects which then was reinvested in future energy conservation measures (ECMs). NC State was the first state organization to apply for the reinvestment funds, and Bill created the templates and case study for future application by other state agencies.179d Energy Tax Credits:
Bill coordinated efforts with Schneider Electric on the 13-Building Performance Contract, which implemented ECMs on targeted campus buildings. The tax credits were created to provide additional incentives for the designers. Bill worked through the details among NC State Building Maintenance & Operations, Schneider Electric, and the third-party commissioning agent to successfully achieve the tax credits for Schneider Electric. Bill also served on the State Task Force to evaluate the State's position for future projects and implementation for the designer tax credit.
Progressive Design+Planning
Fuquay-Varina, NC
Architect/Owner
Responsible for business development, RFQ preparation, budget/schedule preparation, design (architecture and structural design, where appropriate), production and supervision of production staff. Projects included residential, light commercial, and medical office buildings. Staff included in-house production, interior designer, and contracted off-site production. Projects included leadership and coordination among owners, design consultants, general contractors, and local code officials.

Stick Boy Bakery, Fuquay-Varina, NC:
Implemented an innovative grease interceptor and provided a proof-of-concept to the local code officials to avoid sanitary sewer costs that would have stalled the startup business.Rainwater Collection System, Museum of History, Raleigh, NC
Developed plan and return on investment for a rain/reuse water collection system within the NC Museum of History Parking Deck which would provide irrigation water to the historic NC State Capitol Building.
